- Abstract
The article suggests that independent redistricting commissions in Colorado should be wary of relying too heavily on the communities of interest criterion because of its vagueness and lack of a definable standard. Topics discussed include federal constitutional requirements for redistricting, geographic profile of the distinct regions of Colorado, and political manipulation of the process of identifying communities of interest.
