- Abstract
The article discusses the dispute between the U.S. Navy and States Roofing Corp. (SRC) which tackles the legality of proposal preparation costs as contract administration costs. It says that the conflict started when the Navy rejected SRC's price increase request. It tells that SRC made a proposal for the costs it incurred during the preparation of the increased cost proposals. It adds that the Armed Services Board of Contract Appeals (ASBCA) concludes SRC's failure to support all the claims.
