A chapter is presented from the special education policy paper "Research in special needs and inclusive education: the interface with policy and practice," detailing the implications of the 2011 Special Educational Needs project Making a Statement (MAST) on the locus of responsibility in teaching special education students in mainstreaming British primary schools. Topics addressed include teacher and teacher assistant dynamics, gaps in policy knowledge, and consultancy.
