- Abstract
The concept of water service affordability is a complex and important topic for water systems and the communities they serve. There are various ways to measure affordability and approaches to address it. Water systems require significant revenue for infrastructure renewal, inflation, workforce concerns, and compliance with regulations. However, it is also crucial for water to be affordable for health, safety, and sanitary reasons. While the water sector cannot solve economic challenges on its own, establishing a permanent low-income water assistance program would be a significant step towards addressing affordability.
