- Abstract
The year 2018 has been marked by important decisions reflecting the search for a balance between legality and legal certainty but also a manifest strenghtening of the concern for legal certainty. The increasingly wide opening up of the judge's courtroom to administrative acts including those that have seemingly no major impact is offset by a limitation of both resources and of time limits to the detriment of the litigant. A resurgence, certainly marginal, of gross negligence may also have been a concern with regard to the control of administrative action. All in all, and unlike the year 2017, the year 2018 has caused many criticisms of administrative jurisprudence. The, at times, interesting intervention of the legislator will not, however, have rebalanced the situation as the legislative activity will also have raised some reservations.
