- Abstract
The article discusses the political and legal environment in Sri Lanka in which civil society organizations' function has become increasingly difficult in recent years. At present, there is a strong likelihood that legislation will be introduced to facilitate greater governmental control or nongovernmental organizations (NGOs) through various means, including tighter control of the receipt of foreign funding. The influential bodies within successive governments have routinely threatened the introduction of laws and regulations restricting foreign funding available to NGOs. It also provides political context to intimidate and control NGOs that are created by a variety of factors including authoritarianism, the tsunami of December 2004, and the insecurities of the majority community.
