- Abstract
The article discusses the U.S. District Court for the District of Minnesota's ruling in the 2014 case In re Target Corp. Data Security Breach Litigation which deals with American data security laws and a discussion about who can enforce violations of data security breach notification statutes. It states that retail firm Target Corp. was the victim of one of the largest breaches of payment-card security in U.S. history. Private right of action, cyber attacks, and American state laws are examined.
