- Abstract
The risk management and control of infrastructure PPP projects has always been a hot topic in PPP project management practices. However, the theoretical foundation related to the transmission mechanism between risks is still relatively weak. Taking 5 infrastructure PPP projects as examplary cases and based on exploratory multi-case study method, this paper explores the problem of risk factor identification and transmission path of infrastructure PPP projects under the full life cycle, and then constructs the mechanism of risk transmission in these projects. It is found that the most critical stage for risk management and the control of infrastructure PPP projects is the financing stage. Risk factors come from multiple stakeholders such as social capital, government and financial institutions. Additionally, there is a critical path composed of key risk factors. Therefore, all stakeholders should set the node of risk control on the key risk factors, pay attention to the prepositioning of risk control work, and kill risk factors in the initial link or key link, so as to ensure the smooth implementation of PPP projects.
