I Every citizen a statesman i offers a comprehensive historical account of an endeavour to tackle whether and how foreign policy should be subjected to (mass) democratic control. Allen explores how a network of people and progressive institutions in the "foreign policy community" founded the FPA in 1918 to develop a foreign policy that 'emerges from active, informed, and meaningful participation of some part of the citizenry' (p. 11). In the book, historian David Allen offers an in-depth analysis of the history of the United States's Foreign Policy Association (FPA) and its early- to mid-twentieth-century attempt to build a "democratic foreign policy" (p. 11).
