- Abstract
This article explores the conflicting approaches between Europe and the U.S. to the relationship between local due process guarantees and international legal obligations. Part I of the article presents a brief history of United nations Security Council-mandated targeted sanctions. Part II sets forth the targeted sanctions regime first established in Resolution 1267 and amended and expanded by subsequent Security Council resolutions. Parts III and IV compare how the courts of the European Union and the U.S. resolve local due process challenges.
