- Abstract
From conceptualization, the Colombian State has been classified as weak, due to clientelist practices, co-opted by factual powers, which can be legal or illegal, among other factors, which can delegitimize its configuration and prevent reorientation. However, whether it is characterized as weak, fragmented, under construction, porous, as "institutional apartheid", it is worth refiecting on the constant presence of the word corruption when defining it, as well as the regulatory measures implemented in opposition to it, which have been indicated as insufficient or ineffective.
