- Abstract
The article discusses welfare reform in the United States. The process of welfare reform is well under way in Australia. The Federal Government established a Reference Group on Welfare reform, which has recommend in its final report in August that all aid be based on some form of social or economic "participation" by recipients. Recent years have also seen initiatives such as Centrelink and Job Network established, and the introduction of "Mutual Obligation" and even "Work for the Dole." As an outsider, however, the author says he cannot claim a full understanding of Australian welfare policy and debates. The best thing he can do, therefore, is to describe what he does know something about--welfare reform in the United States--and then to see whether some of the lessons learned there might be applied here. It is important to be clear what one is talking about when one talks of "welfare" in an American context. "Welfare" in the United States is seen as quite separate from "social insurance," which is a contributory system. Social insurance includes both Social Security and Disability Insurance.
