- Abstract
The article offers a ground-level analysis of New York's teacher performance review under the Annual Professional Performance Review (APPR), which provides a statewide comprehensive teacher and principal evaluation system based on multiple measures of effectiveness. It explores oversight of the APPR's development and implementation. It looks at teacher and principal accountability in federal legislation and provides an overview of the No Child Left Behind Act and the Race to the Top program.
