- Abstract
Mining operations produce significant amounts of mine wastes annually in the form of waste rock and (mill) tailings. These mine wastes, usually deposited on surface, represent potential sources of geotechnical and geochemical instabilities, or even sources of contaminants to surface and ground water, and therefore environmental risks. The reuse (reclamation) of mine wastes could reduce the amount of these mine wastes stored on land and consequently the cost of management and restoration, the environmental footprint, and risks associated with stacking. Residual materials reclamation has become an increasingly popular option around the world. Many technologies have been developed and published in recent years. On the other hand, there have been few studies focusing on the legal framework for the use of mine wastes. Legislators often have views and concerns that are very different from those of promoters of mine waste reclamation. In this article, we present the applicable laws, regulations and standards governing the reclamation of mine wastes in Quebec, as well as analyses, discussions and recommendations, which can be used as a guide both for promoters of reclamation projects and for Quebec government agencies.
