- Abstract
The article discusses the building of state capacity in China, focusing on the challenges the Chinese government faces in the early 21st century. Chinese efforts to balance the impact of economic growth on society with one-party Communist rule are noted. The difficulties inherent in attempting to regulate the economic sector while simultaneously reforming the regulatory system are also discussed. China's public policy initiatives are said to be particularly worthy of study in the context of global financial crises and market volatility.
