- Abstract
The article discusses the emergence of the rule of law movement around the world, as well as the challenges it faces in the periods of terrorism. The author contends that the war on terror led by the U.S., which deprived the rule of law movement of its governmental support, has led to an expansion of law-based governance. This has been highlighted by the adoption of the core rule of law principles including the creation of an independent judiciary, due process and the right to counsel.
