- Abstract
The article discusses a symposium on the use of general policy orders in place of regulations for utilities providing service in the Commonwealth such as natural gas, and water by the Pennsylvania Public Utility Commission (PUC). Topics discussed include state laws regarding substantive powers and the procedures of for the use of the powers; use of Regulatory Review Act for reviewing regulations by the Independent Regulatory Review Commission; and retail electricity competition on PUC.
