A Bill designed to give improved legal rights to carers could receive Royal Assent this month providing its passage through the House of Lords has not been blocked. The Private Member's Bill, introduced by Dr Hywel Francis, MP for Aberavon, aims to give anyone providing regular care to a sick or disabled person new rights to information and greater opportunities for work, education and life-long learning. According to research undertaken by Help the Aged's Senior Safety campaign, up to 400,000 vulnerable older people are targeted each year by bogus callers. The Scottish Executive has launched a dedicated helpline for older people designed to improve the quality and quantity of information on available services and to make sure they get the income and benefits to which they are entitled.
