- Abstract
This study aims at connecting openness with the type of constitutional government ruling in Piedmont-Savoy. The nineteenth-century development of parliamentary systems requires the redefinition of the public participation in the life of the institutions. A representative government bases its legitimacy on the consensus of citizens, keeping the communication between public and representatives alive and constant. Among the regulatory principles of the representative assemblies, the rule of publicity was identified as consisting in public meetings, open discussions and information. The analysis focuses on two central moments of the legislative process: debates and deliberations. Special attention is devoted to the practice of secret meetings of the Parliament and to the alternation between secret and open ballots. Indeed, openness is the atmosphere within which all the powers of the State must work and live and it is the instrument by which the rulers are subjected to the control of national opinion.
