- Abstract
Construction projects are characterized as complex due to the uniqueness associated with each project, and the dynamic economic and political environment in which projects were built. Implementation stage of construction projects is long, which in turn leads these projects to be subject to risks and uncertainties that affect project targets (cost, time and quality). The client is the party who pays the bill for acquiring the project; therefore it is necessary to build these projects according to his requirements and project objectives. This paper aims to identify the main risks and their impacts on project objectives from client’s perspective and allocate these risks to the best party who can manage them. In this research, risks in construction projects have been identified based on the literature review and interviews of some experts in the construction field, in particular client representatives. A questionnaire was designed to determine the significance of each risk, its impacts on project objectives and the party they should bear that risk. The results of this research revealed that “delay of payment according to contract”, “severe weather conditions” and “unskilled labor” are the most significant risks in construction projects in Syria from client’s perspective. The results also showed that 42% of risks impacts should be borne by both the client and contractor, 22% of risks by contractor, 12% of risks by client and 24% of risks were not determined to which party they should be allocated.`
