- Abstract
The article presents a conference paper by Mark C. Westlye of the University California, Berkeley, delivered at the annual meeting of the American Political Science Association in New York on September 1981, in which he discussed the topic "Competitiveness of Senate Seats and Senate Voting Behavior." It is posed in this paper that state-level surveys show that a substantial proportion of Senate elections are low-key electoral contests.
