The article critically evaluates a decision rendered by the National Council for Solving Complaints in which that judicial body employed an excessive reading concerning a recommendation - as a soft law measure of the European Union. More specific, the decision wrongly acknowledged a horizontal direct effect for provisions within the recommendation.
