- Abstract
The article discusses the statutory land exchange in the U.S., criticized as ineffective and subject to abuse and an insider-trading scheme between the land management agencies and the corporate sector. The checkerboard land grants were designed to increase the value of public lands. The statutory land exchange must conform to the agency land use plan, the values of the lands exchanged should be equal or be equalized by a payment of money and the exchange may only be consummated if the agency finds the public interest well served. Statutory land exchanges offer a greater likelihood of achieving exchanges that are in the public interest.
