The article focuses on the Localism Act 2011 and how to construct it. It says that the Localism Act 2011 is a complex legislation that addresses planning, housing and local government concerns. It states that the provision of the act retain national hegemony over local decision making. It adds that the Act is hard in its reliance on capital and it encloses neighbourhoods for plans, open up ways to deliever public services, and promotes property ownership.
