- Abstract
The COVID-19 pandemic was marked worldwide, among other factors, by the increase in health spending. Brazil was greatly impacted, as even before the confirmation of the first case of the disease, the country faced serious socioeconomic and fiscal problems. Thus, one of the biggest challenges for public managers, especially in health, is to seek efficiency gains, since resources are scarce, especially in times of crisis. In this sense, the present study aims to evaluate the administrative efficiency of the municipalities in the Cariri region of Ceará in facing the Covid-19 pandemic, using Data Envelopment Analysis (DEA), in the Constant Returns to Scale model, proposed by Charnes, Cooper and Rhodes (1978), CCR, and in the Variable Returns to Scale model, proposed by Banker, Charnes and Cooper (1984), the BCC, oriented towards outputs, for calculating the efficiency of the 26 municipalities. Based on the CCR, which considers the proportionality between inputs and outputs, there were more efficient DMUs. Regarding the BCC, which admits that the maximum efficiency varies according to the economy of scale. On average, municipalities achieved better average efficiency scores using the BCC method compared to the CCR method. There was an increase in health expenses, however there was a waste of 3.48% in the analyzes by the BCC method. The number of notified and confirmed were the variables that showed the greatest potential for improvement, indicating the need to reduce contagion. In addition, the best level of efficiency does not necessarily occur in those with the highest expenditures.
