- Abstract
Alberta families living with low income are especially vulnerable due to the province's resource-based economy and its associated "boom-and-bust" economic cycles, as well as long-standing fiscal constraint with regard to social assistance spending. For families needing ongoing assistance from a number of services, the compartmentalized model of public funding makes access difficult. Interagency collaboration, advocated as a solution, has been studied from the perspectives of administrators and front-line staff but rarely from the perspective of families. A participatory action research project used Photovoice, in which participants document their experiences with photographs and describe them verbally, to explore mothers' experiences in accessing health and social services. The results revealed a government ideology that sets service providers and clients at odds with one another, making it impossible to provide adequate and meaningful assistance to families in need.
