The article presents the author views regarding the role of policy makers in adoption of the global education policy (GEP) change and reform. He examines on the conceptualization and theorization on the role of ideas for the betterment of the process and results of GEP for education industry. The author also explores the operational method for the range of key contextual variables in GEP research.
