- Abstract
The article presents the author's response on the comments by Paul Jargowsky and Tom Kingsley related to his article on the redistribution of urban poverty populations during the 1990s. The author suggests that there are areas of disagreement among the respondents and him, and discusses the relevance of policy implications. The responses by Jargowsky and Kingsley and K. Pettit seem to suggest that even if the poverty redistributions witnessed in the 1990s were undesirable, there is little from a public policy perspective that could have changed it, short of unacceptable limitations on the mobility options of the poor. According to the author, public policy has the potential to drastically mold the geography of residential options for lower income households, both those who receive housing assistance and those who do not.
