- Abstract
This entry has arisen on the basis of solving objectives of the Research and Development Project of the Ministry of the Environment of the Czech Republic: Wastes from municipalities - environmental and social problem of the future. It deals with the factual and methodological aspect of the solution and the status and trend assessment of the waste management system in municipalities in the Czech republic by 2015/2020. Eight subsystems which have been set in the introductory analysis were studied in more details in term of the past development with a view to describe the representative characteristics thereof, and it means the properties mostly significantly changed in dependence on time and relevant factors acting upon those changes. The created prognostic system as a model view of the real system of municipal waste management in the Czech republic represents the basic architecture of the solution of a forecasting target concerning the search for possible future developments of this system by 2020 and for key factors which are expected to affect the system. Future developments of the system are described on the basis of representative characteristics with the use of the mathematical predictive apparatus of linear regression and regarding to the degree in which the requirements of the users of the system are fulfilled in the environment of four scenarios of economic growth in the Czech republic and the development of waste management legal regulations. Generally, the result of forecasting is the ascertainment that the used method has proved the applicability in the forecasting of possible future systems of municipal waste management in the Czech Republic. As the determining factor indicating trends toward the future satisfaction of users of the waste management system can be considered the ownership structure of waste services operators, and the rate of outputs provided by private sector therein. The further critical factor is the preference for serving bigger territorial units consisting in the creation of integrated regional systems with better assumptions to optimise systems and effectively fulfil strategic objectives of municipal waste management. Based on the arguments given above it is also obvious that 2 - 4 mil. t of municipal waste will be probably generated in 2015 which should not be landfilled
