- Abstract
This article examines a critical component of devolution's internal architecture - the National Assembly for Wales's Subject Committees. It focuses specifically on their scrutiny capacity by exploring both their statutory framework, and their formal and informal operation. Our evaluation offers international comparisons between the Welsh model and patterns of committee operation in Nordic (mainly Scandinavian) parliaments, both of which depart from more traditional Westminster committee models. We suggest improvements in Wales compatible with substantially increased Assembly powers after May 2007. We further highlight lessons from the distinctive committee model in Wales that might be extrapolated for use elsewhere.
