- Abstract
The article focuses on the community treatment program for disturbed youth which was established by Alberta Parent Counselors. The program has started as a project showing treatment-oriented foster care for children with emotional or behavioral problems in Edmonton and Calgary, Alberta. The project, which was financed jointly by federal and provincial governments, aimed to test new ideas on the administration and evaluation of child care resources. The program was set just like a foster care and residential treatment which is inexpensive, specialized institutional care. However, the only difference was the role of the parent counselors of which they provide for the basic physical and emotional needs of the child and responsible for the design and implementation of the treatment program.
