- Abstract
The article discusses the issue involving the renewal of the Voting Rights Act (VRA) by the Congress and on the preclearance regime, an administrative oversight system designed to ensure compliance to the racial fairness principle of the Fifteenth Amendment. It suggests adjustments to Section 5 to achieve an effective approach in the voting rights enforcement. It cites several pathologies related to the preclearance process such as one on the lack of focus to the goals in election policies.
