The article discusses the issue of transnational repression, where authoritarian governments abuse Interpol Red Notices to target political dissidents and activists who have sought refuge abroad. It highlights the case of Bill Browder, a prominent U.S. critic of the Kremlin, who has faced repeated attempts by Russia to exploit Interpol Red Notices. The article calls for the United States to take action by urging other countries to adopt legislation similar to the Global Magnitsky Act, creating an international contact group, implementing additional vetting processes for extradition requests, and mandating independent verification of notices. It also emphasizes the importance of civil society in exposing and opposing transnational repression.
