- Abstract
Europe was unable to deal with the disintegration of Yugoslavia and the Balkan Wars, and once again the USA had to step across the Atlantic to provide leadership. There is a sense in the wealthier countries that jobs are being stolen by eastern Europeans who come from countries with much lower wages. Richard often comes back to the I acquis communautaire i - the principle that any country that wants to join the EU has to accept the rules as they have been established prior to their arrival.
