- Abstract
Through a systemic approach, the ideal to cooperate to develop the other is identified as not something typical of the XXI century. This strategic structure came into being in the international political arena with greater strength after the Second World War and especially during the Cold War. International bipolarity was a conditional element in pushing forward this rationale. It is noted that the capitalist system financed the developing of countries, establishing their ideology in a global scale, but more specifically in southern countries. The idea of development for peripheral countries was set for a long time in economic growth, which by itself does not mean social, humanitarian, political or improvements in quality of life. The result of this North-South cooperation was economic domination which act as a simulacra of colonialism. The present study describes the possibility of a South-South cooperation scheme and the necessity to implement such cooperation in order to deconstruct this North-domination scenario and create horizontal cooperation networks that might lead to a true development of the peripheral world. The doctrinal paradigm used is present in SANTOS, KEOHANE and NYE.
