- Abstract
The article focuses on the strategies employed by the sector of education in Russia to come up with a great number of teachers and engineers. Science students receive an incentive pay per month. Scholarship is provided for several students which cover tuition and books. The salary of teachers increases for those with the equivalent of master's degree. The country offers an enormous incentive to the finest scientists and research engineers to remain with the universities. Engineering graduates receive financial aid per year.
