- Abstract
There has been a lack of internationally accessible reference points for practical prison reform. Those who wish to achieve reform had to begin with a blank sheet of paper, feeling their way by a process of trial and error. Bearing this in mind, the organization International Centre for Prison Studies has set out to develop what is sometimes called the knowledge base for issues relating to imprisonment, good prison practice and alternatives to prison. The handbook "A Human Rights Approach to Prison Management" is a document published by the centre. This is a practical handbook which describes internationally agreed standards on the use of imprisonment and conditions of detention, and for details guidance for prison staff as to their implementation. It provides a model for good prison management which can be applied in every prison system in the world. Among topics covered in this handbook include: the administration of prisons; prisoners are human beings; prisoners and health care; operating secure, safe and orderly prisons; disciplinary procedures and punishments; and constructive activities and resettlement.
