- Abstract
The monograph "Tension Field of Non-Utilization: When Needy People Forego the Welfare State" by Jennifer Eckhardt examines the significance of neediness in social state action. The author argues that society is too focused on combating the symptoms of neediness and instead should prioritize overcoming barriers to social participation. Eckhardt advocates for recognizing neediness as an anthropological reality and creating new organizational structures in which people can live free from the fear of their own neediness. The monograph offers a contemporary societal diagnosis and analyzes the individual plight, state assistance, and the societal significance of foregoing welfare state benefits. The author, Eckhardt, is interested in how this apparatus is expressed in the actions of administration and social state organizations. She examines how individuals are addressed through the act of neediness assessment and the associated instructions for action. Eckhardt uses discursive theoretical questions and methods of biographical research to explore people's life worlds. She analyzes the narratives of individuals who consciously do not receive social benefits and examines the patterns of renunciation within the neediness apparatus. In doing so, she identifies ruptures and inconsistencies in this apparatus and emphasizes the importance of the recipient's perspective.
