- Abstract
The article focuses on study on one of the fast-growing smart growth policies, the Adequate Public Facility Ordinance (APFO) and its effects on residential development in Howard County, Maryland. The implementation of APFO in the country delivers influential effects on the moratoria on residential development in the area. The main problem in measuring the effects of APFO on residential development is that not all policies implemented deliver same likelihood under a moratorium. And to resolve that problem, an estimator named propensity score-matching estimator is applied. The study recommends that the APFO policy express delayed residential development in two years after it has been implemented which developed 355 housing units, an 8% of the estimated residential growth.
