- Abstract
The massive increase of the price of oil at the beginning of this decade encouraged the exporting countries of the black gold to create sovereign wealth funds to manage in a modern way their surpluses in currencies. Among the richest funds and most dynamic, we find the Arab funds which assisted international institutions during the last financial crisis. But beyond the role of rescue of Western companies and financial institutions, these sovereign funds are supposed to play a capital role in the development of the emergent countries, and in particular in the Middle East and North Africa area.
