- Abstract
The article discusses the role of investors in the global financial crisis, asking where are their responsibility for citizens' longer-term financial security. It diagrams the shift in responsibility for risk regulation from government bodies to the individual investor over the past 20 years and questions the degrees to which the financial citizen has the capability to choose wisely about the risk. The author comments on the vulnerable position of the average retail investor, by contrasting ideas of citizenship and of the consumer versus the investor.
