The article discusses charter schools in North Carolina and litigation over access to local public funding as of September 2012, focusing on a call for reforms to the state's charter school funding legislation. Several North Carolina Court of Appeals cases are examined, including Francine Delany New School For Children, Inc. v. Asheville City Board of Education and Sugar Creek Charter School, Inc. v. Charlotte-Mecklenburg Board of Education.
