The article discusses how the interpretation of the Final Rule on debit interchange fees and non-exclusivity provisions of the Durbin Amendment to the Dodd-Frank Wall Street Reform and Consumer Protection Act by the Federal Reserve Board affects banks, merchants and consumers. Topics include debit card systems and fees, legality of the Durbin Amendment and Judge Richard J. Leon's ruling in the case National Association of Convenience Stores v. Boark of Governors of the Federal Reserve System.
