- Abstract
An essay is presented which addresses the author's proposal for improving rules compliance by changing the ways in which various regulations such as speed limits, prohibitions against smoking, and pollution caps are monitored and enforced in America as of 2015. According to the article, rules are sincere when they mandate a rule-makers's preferred behavior. U.S. legislative drafting is examined, along with legal scholar Meir Dan-Cohen's distinction between conduct and decision rules.
