- Abstract
The article focuses on hate speech issue in Japan in comparison with Canada, where multiculturalism is explicitly accepted as a constitutional mandate and where hate speech is prohibited by the Criminal Code. It mentions administrative remedies were formerly possible for human rights violations under the Canadian Human Rights Act and controversy to grant civil remedies to victims. it also mentions criminal provisions applicable to hate speech and protection of freedom of expression.
