- Abstract
The article focuses on the creation of blacklists by the Soviet Union to complete their goals of genocide in Ukraine. It states the Communist Party's agrarian policy and the disbandment of collective farms by the Ukrainian Collective Farm Center in 1932. It discusses the implementation of measures for the administrative-financial pressure on malicious non-deliverers of grain. In addition, it highlights measures adopted in the introduction of blacklists to independent farmers who survive because of their food surpluses.
