- Abstract
The article discusses the distinction between homeland security and homeland defense as applied to cyberspace, the nature of the cyber threat to the U.S. critical infrastructure and the importance of considering civil liberties and national security interests in confronting cyber threat. Cyber attacks can originate from a number of sources, including terrorists, nation-states and thrill seekers. The U.S. Department of Homeland Security has been designated to address the issue of cyber threat.
