- Abstract
The article presents an essay which focuses on the experiences of the first Mexican guest workers and the development of the first Mexican guest worker program in the U.S. According to the article, the temporary work program was instituted by the U.S. Secretary of Labor William B. Wilson after he found a loophole in the Immigration Act of 1917. It mentions the economic and living conditions of Mexican foreign workers and their families who worked in the sugar beet and cotton industries.
