A speech delivered by Ambassador James A. Joseph as part of the Katrina's Legacy conference at Georgia State University College of Law on October 2, 2015 is presented. Topics discussed include ways to rebuild community after any disaster. Topics discussed include his experience as a former chair of the Louisiana Disaster Recovery Foundation; redevelopment of New Orleans after the Katrina hurricane; and challenges to building community by design.
