- Abstract
With the migratory movements into the European Union over the Balkan route during the summer of 2015 began what is commonly labelled as a »refugee crisis«. The article argues that the term »refugee crisis« is a semantic misconception which obscures an actually existing solidarity crisis in the asylum policy of the European Union. This contribution explains how this solidarity crisis is caused by the Dublin system and therefore exists continuously: Refugee movements into the EU merely expose the characteristics of the continuous solidarity crisis. Furthermore, the author analyzes how the refusal of some Member States to implement the Council's decision to distribute 120.000 asylum seekers from Italy and Greece - even after the ruling of the ECJ - constitutes a new level of escalation in the solidarity crisis that drives the EU to the brink of its functionality.
